What documentation will the school need to enroll my student?

There are FIVE (5) main documents required of ALL students and ALL enrollment scenarios prior to being enrolled in Hillgrove High School. To help ensure that the enrollment process for your student goes as smoothly as possible, please be prepared to provide the following documents/items:

Why does the school need proofs of residency and what types are acceptable?
​
Proofs of Residency means proof of the place where the student lives with a parent or guardian unless the student is an emancipated minor. The student must be an occupant of a dwelling located within the Hillgrove High School district boundaries. Proofs of residence in our attendance zone are always be required when a student enrolls, re-enrolls, transfers, or whenever a change of residence occurs. The only exception to this is if the student is identified as homeless. In order to verify residency within our attendance zone, ONE EACH of the following documents are required:

home ownership documentation (ex. mortgage statement, property tax statement) or lease/rental agreement; AND
-
a current utility monthly statement (within 30 days)

Why does the school need a certificate of immunization and what type is acceptable?
​
A Certificate of Immunization is required by Georgia Law 20-2-771 and it must be on Georgia Form 3231. The form must be current for all kindergarten, seventh grade, and eleventh grade students. ALL students new to Georgia or students coming from any private school or home school must have Form 3231 signed by a licensed health-care provider or the county health department. To be enrolled, ALL certificates of immunization must be marked “Complete for Attendance” for the appropriate grade levels in the upper right hand corner OR have a future expiration date. Expired certificates or immunization information on forms other than GA Form 3231 will not be accepted for enrollment.

Why does the school need a certificate of vision, hearing, dental, and nutrition screenings and what type is acceptable?
​
A Certificate of Vision, Hearing, Dental, and Nutrition Screenings is required by Georgia Law 20-2-770 and it must be on Georgia Form 3300 dated within 12 months of first-time enrollment/re-enrollment. All columns on the form, identifying each screening type, must be complete and signed by a licensed health-care provider or the county health department.

What types of proof of birth date are acceptable?

Proof of Birth Date is required for all students and may be submitted in any of the following forms:

Why does the school need proof of Social Security number and what type is acceptable?
​
A Social Security Number is required according to Georgia Law 20-2-150d and must be submitted in the form of a Social Security Card. However, no student may be denied enrollment for failing to provide his/her Social Security number. If you object to the use of the Social Security number when enrolling your student, you may have the requirement waived by signing a Form JBC-4 (Statement of Objection to the Use of Social Security Number for Student Identification). If you choose to waiver this requirement, please consider future impacts to your student's applications for scholarships. A Social Security Number will be required by the State for a student applying for the HOPE and related scholarships.

What if I don't have proofs of residency to start online enrollment?
​
If you are moving into an address that would place your student at Hillgrove within 30 days of the time of enrollment, you may complete a 30-day Pending Move Waiver to provide more time. However, you must also submit some proof of your move into Hillgrove’s district. This can be a binding purchase agreement, an upcoming lease or related.
The waiver is offered during online enrollment or may be downloaded by clicking here. The completed waiver should be uploaded as your first proof of residency and the binding agreement/lease or other proof of move should be uploaded as your second.

I live with my student(s) in a non-rental/non-ownership situation with another adult. How do I supply proofs of residency?
​
If you are living in a non-ownership, non-rental situation in another adult’s household, you may complete a Statement of Legal Residence. You, the enrolling adult, should complete the front of the form and have it notarized. The adult whose household you are living in must complete and sign the back of the form. They must also provide two proofs of residency in the form of 1. a mortgage/lease/tax statement AND 2. a current (within 30-days) utility bill. The statement may be downloaded by clicking here. Once complete, the Statement of Legal residence should be uploaded as your first proof of residency and the two proofs of residency should be uploaded with it.

What if I don't have certificate of immunization (on Georgia Form 3231) to start online enrollment?

If you need additional time to provide this document, you may complete a 30-day Immunization Waiver to provide 30 days from the time of enrollment. If you need additional time to provide this document, you may complete a 30-day Health Screenings Waiver to provide 30 days from the time of enrollment. What if I don't have a Social Security card to start online enrollment?
​
Please note that a Social Security card is not required for enrollment but keep in mind that a copy of the Social Security card is required to be on file at your student's high school to qualify your student for future scholarships (Hope, Zell, etc.). Also, there is no waiver for the Social Security card; however, you may object to its use for identification. If you object to its use, you may complete a Statement of Objection to the Use of Social Security. This form must be notarized prior to submission. The statement is offered during online enrollment or may be downloaded by clicking here. Once complete, it should be uploaded as your proof of Social Security.

What if I hold a religious objection to immunizations and/or health screenings?
​
If you object to immunizations on a religious basis, you may download and complete an Affidavit of Religious Objection to Immunizations by clicking here. Once complete, it should be uploaded as your proof of immunizations during online enrollment.

Are there any exceptions to the required documentation for enrollment?
​
Homeless children, as defined by the McKinney-Vento Homeless Assistance Act, do not need to provide the above documentation if it is not available. Any parent/guardian who may be living in a homeless situation should complete Form JBC(1)-1 (Student Residency Statement) and contact the Homeless Education Program at 678-503-0173 for information/interview.

I am enrolling a student from another country. Are there any additional steps required for enrollment?
​
During online registration, the enrolling adult should respond to the Home Language Survey (HLS) questions. If a language other than English is identified on the survey, students will be required to complete an English language proficiency screening. Once the student is enrolled, the International Welcome Center will contact the family to schedule an appointment for the English language screening and/or transcript evaluation for students in grades 6-12. For elementary students in grades K-5, this process will be completed at the local school.

Are there any other documents/steps needed for enrollment?
​
We may also request proof of custody or custody documentation; or suggest that the adult with whom the student lives obtain legal guardianship. We may request proof of age and name verification; and other information the school deems necessary for proper placement. We also ask you to provide the names and phone numbers of persons who may pick up your child if you cannot be reached, and the name and phone number of your student's doctor.

Parents may provide progress reports, most recent report cards, test information, and any information on special services your student may have received. The following documents are essential for proper academic placement:

Do I need to provide grades/transcripts, discipline report, and/or attendance report for enrollment?
​
A valid transcript and a withdrawal form from the student’s previous school indicating transfer grades (grades up to the time of withdrawal not appearing on the student's transcript) are essential for appropriate academic placement. Parents will also be asked to complete Form JBC-8 (Authorization to Release Records) and Form JBC-9 (Disclosures Required for Conditional Enrollment) to enroll their student on a conditional basis. Any student who is enrolling in Hillgrove High School the first time must provide a discipline record from the school previously attended in order to be granted full admission status.
My student has an existing IEP; do I need to provide it?

For those students enrolling in a Special Education Program, the parent/guardian should provide a copy of the student’s latest IEP.

How do I know if I am in district for Hillgrove High School/What school will my student attend?
​
You can easily find out what schools serve your home or potential home by using Cobb County's convenient online Bus Route Finder. Just enter your street address to determine the correct elementary, middle and/or high school. If you have further questions or need more clarification, call the Cobb County School District Transportation Office at (678) 594-8000.

What determines the school my student attends and are there any exceptions if I wish to enroll them in another Cobb County School?
​
School attendance zones are established by the Cobb County Board of Education. Students are required to attend the school within the established attendance zone in which they reside, unless an exception is granted in compliance with federal and state law, State Board of Education rules and Cobb County School District rules. These exceptions include a student’s attendance at a magnet school, family moves that occur during the school year, assignment of children of employees, student legal issues, and extreme medical/emotional situations at a student’s home school, and school choice.

What types of School Choice Transfers are there, when are they available, and how do I apply?
​
School Choice transfers are available each year during an announced application period. The application procedures, forms, and dates will be posted on the District’s website during second semester each year.
​
Sibling Transfers: Parents/guardians of a student who has a sibling already enrolled in a District school through an approved transfer may apply for the younger sibling to attend the same school in accordance with District Administrative Rule JBCD-R. This provision attempts to address siblings enrolled in different schools at the same time due to an approved transfer. A sibling is defined as a brother, sister, step-brother, or step-sister living in the same household and who otherwise meets the requirements for enrollment. Parents/Guardians wishing to apply for a sibling school choice transfer must do so during the annual application period.

HB 251: Parent/guardians of a student zoned to attend a District school may apply for an HB 251 transfer in accordance with Georgia’s Quality Basic Education Act and District Administrative Rule JBCD-R in order to pursue a transfer to another District school. Available space at a school is based on permanent classroom space. In the event that the number of transfer requests exceeds the available capacity of a school, the District will conduct a random lottery.

What types of Family Moves/Continuation of Enrollment Transfers are there, when are they available, and how do I apply?
If the family of a student who is already enrolled and attending a district school moves outside of the current school's attendance zone, the enrolling adult may apply for his/her child to remain enrolled at the current school. Based on several factors including the date of the move and the location of the new residence, the student may be eligible to be approved to continue enrollment for the current semester, the current school year, or through the highest grade of the school. Application for this transfer is completed through your existing ParentVue account.

What types of Children of Employee transfers are there, when are they available, and how do I apply?
​
All employees of the Cobb County School District (District), except temporary and substitute employees, who are also a custodial parent/legal guardian/step-parent with whom the child is domiciled, may elect to have their child(ren) attend any District school according to the requirements of Administrative Rule JBCD-R.

What types of Student Legal Issue and/or Hardship transfers are there, when are they available, and how do I apply?
​
A student who is the victim of a violent crime (as defined in Administrative Rule JBCD-R) may be eligible for a transfer to another school in the District. Form JBCD-6 (Victim of Violent Crime Request) must be submitted to the Policy and Planning office.
​
Parents/guardians of students requesting a hardship transfer from the District school to which they are zoned must submit a hardship transfer application to the Policy and Planning office. A decision regarding the transfer request will be made by a hardship transfer committee and all decisions are final. Parents/guardians should receive a response to the transfer request within 30 days of receipt of the request. These include:

Can I come to the school to enroll my student?
​
All enrollment processes have been moved to online processes. There are no walk-in enrollments offered at this time. After successfully completing online enrollment at the Cobb County enrollment website, including the submission of all required information and documentation, your student's enrollment will be confirmed via the valid contact information you supply during online enrollment. At that time, you will be able to select an available date and time to meet virtually with a counselor for course selection. These meetings may be conducted via phone call or Zoom video conferencing.

Can my student take a tour of Hillgrove High School? Can my student 'shadow' a Hillgrove High School student? If not, what decision-making and informational events for enrolling students are available?
​
Group tours are offered for families of rising 8th-graders and grades 9-12 ONLY, at specific times for the upcoming school year. Tours begin promptly at the specified start time. You must sign in at the Front Office and then come to the School Counseling Office. The tour consists of a 30-minute informational session with a School Counselor followed by a physical tour of the campus with a trained student aide or other designee. We request that only the student and parent(s) come for the tour.

Hillgrove High School cannot allow student ‘shadowing’, as it is against Cobb County School District policy (policy KM-R).
​
For general enrollments AFTER the start of the school year, you and your student will participate in a one-on-one meeting with a counselor who will guide you through the course registration process and answer any questions you may have. Please note that these individual appointments are only available to families of students who have completed the enrollment process and have received confirmation that their student has been successfully enrolled at Hillgrove High School.

Can my homeschooled student participate in extracurricular and interscholastic activities? What is SB42?
Beginning the SY2021-2022 school year, Senate Bill 42 (SB42) allows home study (homeschool) students in grades 6 through 12 to enroll in their zoned public school to participate in extracurricular or interscholastic activities. There are specific requirements that must be met for the student to be eligible to enroll and to participate.

Enrolling Adult Responsibilities
At least 30 calendar days prior to the first day of the semester, the enrolling adult must send an email to the zoned school principal (angela.stewart@cobbk12.org) and Don Baker, the superintendent’s designee (don.baker@cobbk12.org). The email must include:

Written notice of intent to participate using the SB42 Enrollment Request form.

Copy of the student’s most recent annual progress assessment report.

Transcript from the home study program instructor if GHSA sport or activity.

The enrolling adult must also complete registration using CCSD’s Online Registration System at least 30 calendar days prior to the first day of the semester. All required enrollment documentation must be submitted.
